Fuel Storage & Delivery Inspection: Tank, Filler Neck, Cap, Lines, Fittings, and External Filter

The short version — You're checking a sealed, low-pressure system for anything that lets liquid fuel or vapor escape, or anything that restricts flow to the engine; the external filter (when equipped) must be installed with its arrow pointing toward the engine.

What this system has to do

The tank, filler neck, cap, lines, fittings, and hoses aren't separate items on the test — they're one continuous sealed (or vented) path that has to do two jobs at once: hold liquid fuel and fuel vapor without leaking, and still let fuel flow forward to the engine while vapor routes back to the EVAP system. That dual purpose is why inspection covers both "is it leaking" and "is it restricted or damaged" — a failure on either side breaks the system.

Because it's a shared path, a problem anywhere along it can show up as a completely different symptom at the engine. That's the trap on multiple-choice questions: they'll describe a symptom and expect you to trace it back to the correct component.

Visual inspection — what you're actually looking for

Across the tank, filler neck, and all lines/hoses/fittings, you're checking for:

  • Physical damage (dents, cracks, splits)
  • Corrosion on metal parts
  • Chafing where a line rubs against the chassis
  • Kinks that pinch off flow
  • Loose clamps
  • Staining or wetness, which is your visual proof of a leak

Break it down by material and location, because the failure modes differ:

  • Rubber and plastic hoses fail by hardening, swelling, softening, or cracking. Any of these means the hose is compromised even if it isn't actively leaking yet — flag it.
  • Metal lines fail by corrosion, dents, or abrasion — abrasion specifically from rubbing against chassis components over time. That's why routing and clamp security matter: a line that's been rattling against a bracket for years will eventually wear through.
  • Filler neck and its rubber/hose connections to the tank get checked for cracks, splits, or loose clamps. This spot has a unique failure signature: a bad filler neck connection doesn't just leak — it can cause an underfilled or false-full condition during fueling, because vapor can't escape properly or fuel finds an unintended path. If a customer complains the pump keeps clicking off early, or the tank never seems to take a full fill, think filler neck.
  • Quick-connect fittings need to be checked for full engagement and for intact retaining clips or O-rings. These fittings are called out specifically because they're a common leak point — a clip that didn't seat, or an O-ring that's degraded, will leak even though the fitting "looks" connected.

Connecting symptoms back to the cause

The test likes to give you a customer complaint and make you pick the system fault. Know these pairings cold:

  • Hard starting or stalling → points to a clogged filter restricting flow. Not enough fuel getting through, engine struggles to start or dies.
  • Fuel odor or visible wetness → points to a leaking line, tank, or filler neck. This is the direct, physical evidence version of a leak.
  • A stored EVAP code → points to a loose or damaged cap, or a leaking hose. This is the "you can't see it but the computer caught it" version — the cap or a hose is letting vapor escape or letting outside air in where it shouldn't, and the EVAP monitor flags it.
  • Rough running or hesitation → points to a collapsed or kinked line. Flow is intermittently restricted rather than fully blocked, so the engine surges or hesitates instead of stalling outright.

Notice the pattern: leaks show up as smell/wetness/EVAP codes, while restrictions show up as starting/running problems. If a question gives you a symptom, sort it into one of those two buckets first.

The external fuel filter

When the vehicle has an external filter, it sits in the supply line between the tank and the engine or fuel rail. The one hard spec to remember: it has a marked flow-direction arrow that must point toward the engine. Install it backwards and you're restricting flow (or worse, feeding unfiltered fuel), which ties right back into the hard-starting/stalling symptom above. If a question shows a filter with the arrow pointed toward the tank, that's the wrong answer/the defect to catch.

Shop safety while doing this work

This is fuel you're handling, so the safety rules are non-negotiable on the test too:

  • Work away from open flame or sparks
  • Make sure there's proper ventilation
  • Keep a Class B fire extinguisher within reach
  • Contain and properly dispose of any spilled fuel

These aren't just "good practice" filler facts — they can appear as standalone questions about what's required before you start this inspection.

Easy to mix up

  • Leak symptoms vs. restriction symptoms — fuel odor/wetness/EVAP code = leak; hard starting/stalling/rough running/hesitation = restriction or collapsed line. Don't cross these.
  • Filler neck problems vs. cap problems — a bad filler neck connection causes underfill/false-full during fueling; a bad cap causes a stored EVAP code. Both are vapor-related but the symptom is different.
  • Rubber/plastic hose failure signs vs. metal line failure signs — hoses harden/swell/soften/crack; metal lines corrode/dent/abrade. Don't answer "cracking" for a metal line or "corrosion" for a rubber hose.
  • Filter direction — the arrow points toward the engine, not toward the tank.

Check yourself

Question: A customer says the check-engine light came on, and the code points to an EVAP fault. There's no wetness or fuel smell anywhere. What are the two most likely causes to check first?

A loose or damaged fuel cap, or a leaking hose in the vapor path. EVAP codes point to a vapor-side leak even without visible wetness or odor.

Question: Technician A says a clogged external fuel filter is most likely to cause hard starting or stalling. Technician B says a collapsed fuel line is most likely to cause the same symptom. Who is right?

Technician A is right, Technician B is not. A clogged filter restricts flow enough to cause hard starting or stalling. A collapsed or kinked line is linked instead to rough running or hesitation, not hard starting/stalling specifically.

Question: During inspection you find a quick-connect fitting on a fuel line that looks seated but the vehicle has a fuel smell nearby. What two things should you check on that fitting?

Check that the fitting has full engagement, and check that its retaining clip or O-ring is intact. Quick-connect fittings are a common leak point even when they appear connected.
